From Shadow AI to Assurance Erosion - Rethinking Governance in Critical Infrastructure

This talk presents findings from a CSIRO study on the prevalence of Shadow AI across Australia's critical infrastructure sectors. It examines why employees are adopting AI tools outside formal governance frameworks, and explores the resulting challenges for risk management, compliance, accountability, and organisational oversight. The research was supported by a grant from the UK AI Security Institute (AISI) through its Challenge Fund.

Dr Mohan Baruwal Chhetri is a Principal Research Scientist at CSIRO. His research focuses on human–AI collaboration, cybersecurity resilience, and intelligent systems for complex socio-technical environments. With over 20 years of R&D experience, he has led major projects on AI-enabled cybersecurity, critical infrastructure resilience, and responsible emerging technologies. He is a Senior IEEE Member and has authored over 100 publications.
